Dr.arch., the founder and head of the State Inspection for Heritage protection of Latvia, chairman of the Nacional Council for Culture, the founder and chairmen of the union of the directors of national cultural institutions "Time for culture", member of the National Council for Architecture, member of the Council for preservation and development of the historic centre of Riga, member of the UNESCO National comittee, ICOMOS, "Latvia Nostra",  Chairmen of the Cultural heritage commitee of the Council of Europe from 1999-2001. Proposed more than 20 legislative amendments which were adopted by Parlament. Took part in the elaboration of the international conventions and other documents on heritage policy and governance of the historic cities. Initiated and lead the elaboration of the concept for preservation and development of the historic centre of Riga "Vision 2002/2020". Guest lecturer in the Academy of Culture. Practical experience in restoration, building and architectural design.
